LearnScope Resource Centre article
Elearning has an unacceptably high drop-out rate, says this article. So George Siemens organised a group of online educators put themselves through a (non) course of discussion to address the problem. They created this resource or “collage” of their thoughts.
The article focusses on “preparing students for elearning”, and is organised under the following headings.

As at Oct 30 2002 there are:
1. Currently 345,000 Tasmanians living outside the Hobart / Glenorchy / Clarence metropolitan areas have easy access to an Online Access Centre located in their community. This represents about 75% of all Tasmanians.
2. Approximately 47,300 Tasmanians are registered users of the Centres.
3. Slightly more females (51%) than males (49%) use Online Access Centres
4. About (22%) of regular users are under 18 years of age.
5. Over 28,300 Tasmanians have attended training courses conducted at Online Access Centres.
6. Almost 22,200 Tasmanians have started using e-mail at Online Access Centres.
7. More than 4,300 free training courses have introduced over 14,600 people to basic computer and internet training.
8. In the past 12 months, more than 1,150 volunteers have contributed over 80,000 hours to help run the Online Access Centres
9. Over 11,000 web pages have been published on the Internet for small and home-based businesses and community organisations in Tasmania.

This course is aimed at complementing the participants’ previous specialist education and training experience. It enables the participant to develop the knowledge and skills necessary to implement and manage quality elearning educational programs within their organisation. The course is aimed at participants wanting to undertake a high quality, practical and flexible elearning course that focuses on designing, evaluating, implementing, managing and delivering elearning educational programs in higher, vocational, and school and training environments. This course focuses on important issues relating to the educationalist’s conception of elearning, the elearning environment, the planning of elearning programs, the development of elearning teaching strategies and pedagogical principles, and student experiences and expectations of elearning.
Total cost $5000 AUD (equates to $1250 AUD per subject, payable on enrolment of each subject)
The course is delivered online giving the participant essential experience as an online student. Adult learning principles have been incorporated into the course design. Participants are given opportunities to formulate ideas and understandings of a topic. They engage in active learning, widening their own viewpoints and appreciating different perspectives. Their grasp of concepts is enhanced through debate and sharing of ideas and resources with other participants.

“Practical, relevant, skills and knowledge for the post compulsory education sector.”The program offers students specific training and qualifications in the industrial, enterprise and community education and vocational training fields. Students entering this program are a mix of: corporate enterprise, industry and public sector trainers and skilled practitioners; TAFE teachers; training consultants; training resource developers; private training providers and school teachers. They also include international educators, trainers and practitioners. The choice of subjects available and their design allow students to build on existing skills and to develop expertise in particular areas of the field. There is an emphasis on practical application of theory including opportunities to relate assessment tasks to workplace needs, visits to education and training sites, analysis and development of practical examples and a workplace based practicum. Flexible delivery options provide opportunities for self paced study focused around workplace based projects. The emoderation/online facilitation module is delivered entirely online and is recognised for credit against the subjects: Major or Minor Workplace Project in the Grad Cert/Diploma.In addition, customised Graduate Certificates can be developed for enterprise or group specific needs and delivered in-house.

"Our experiences indicate that while a minority of self-motivated students take active advantage of these communication tools throughout a course, the majority tend to be rather passive, using the tools primarily as an online information resource for difficult topics and in the run up to exams. Clearly it is critical that the tools should be adequately prepared in advance, so as to guide students in the right direction and thereby assist in the facilitation of appropriate learning. While active students will always benefit, the passive ones can also be encouraged to participate and take a more active role that their individual profiles might predict, given the inherently "safe" nature of anonymous online communications."
My paper outlining the “Workplace Learning Profile” has been accepted as one of only two workshops in the draft three day program for the 16th Open and Distance Learning Association of Australia’s Biennial Forum, “Sustaining Quality Learning Environments” in Canberra later this year.
